Non Responding Programs - Very Slow At Times

Hi. I am running windows 98 and lately, my comp gives me problems when I try to open programs. I can double click an icon, then if the program does not open, I hit ctrl, alt, delete, and it says program not responding. Then I have to cancel it, then double click it again, and then usually it will work. Sometimes, if I just wait long enough, an minute or so, the program will in fact open up without canceling it.

I use Avast virus software, which updates all the time, and it has found no viruses on my system. I use Adaware and it to has not seemed to find anything. Spybot Search and destroy as well says system is OK.

I have a 6.32GB hard drive which says that 1.38GB are free. I defrag it all the time and clean out all the temp internet and temp files as well. I even have a memory accelerator program, but this too, doesn't seem to speed anything up. It just frees up memory when needed.

Is there anything else I can try or do at this point? I tried to download that Hijack This program, but it said I wasn't authorized to do so.

Any help would be appreciated at this point.
