erratic cursor

hey,

when i boot up, the cursor arrow floats up, or sometimes down, to the corner of the screen. can't control it and can't open anything without it. what gives?

i'm sorry.

i have a dell latitude running with windows 98. it's a laptop and i've been using the touchpad. the machine is probably three to five years old, but it was in a box for more than half of the first few years, so it's actually fairly "new."
