How to read a License File?

Exactly how do you go about reading a License File? I right clicked, then hit open and it directed me to browse the internet to find a proper program to open it but nothing came up. Can someone help me please?

What is the extension of the file? That's the letters at the end after the dot. For example: .txt for a text file. Different extensions require different readers. You probably have the right one on your system, we just need to know which to suggest.

I right click the file and click properties and it is telling me; The Type Of File: License File
