how do i increase the RAM or video memory, or set more video memory in the BIOS setup.

Your hardware, specifically your motherboard descides how much of your memory is used to for the integrated grapics. The only way to increase the ammount of memory used by intergrated graphics would be to get a different motherboard with a different chipset. Your best bet is to get a add on PCI, PCI-E, or AGP graphics card.
