I was thinking of making a new OS idea that runs in command prompt, can someone tell me how to put a continuous clock that always goes to the next time without restarting the program on command prompt. Like if I put "time" on the script and it says something like 4:29 PM, how could I make that change to 4:28 PM without restarting the whole program?

You can't unless time starts running backwards!

Wait a minute....*looks real close at the sentence*, why did I put 4:29 then a...4:28? I meant 4:29 and a 4:30.
