IDE Disk Read Test failed. Uncorrectable data error.

I have a Dell Inspiron 5100 with a replacement hard drive: Hitachi Travelstar 60 gig 7200 rpm. After several restarts and a blank screen, I was able run a Dell IDE Disk- Read Test diagnostic that said I had an uncorrectable data error at Block 17525961. Also the Dell IDE Disk Verify Test found the same error at the same block.

If one block is damaged, can the hard drive still be used?
What should I do about this error?

It can still be used, but any data on it would be at risk of being lost as the damage extended to other blocks.
Personally I wouldn't use it. Hard disks have come down in price so no sense in risking your data with a "dodgy" one.
