Video Card Memory Clock Speed Issue

I recently purchased a ATI 1650 Pro 512Mb AGP 8X video card. After installing it, my Catalyst Control Center indicated that the card is only running at 398 MHz. It should be running 1380 MHz, which is what the factory rated it at. I do not want to overclock it because that will void the warranty. Does anybody out there know how to fix this problem? Your help is greatly appreciated!
