cursor moves upon startup

when desktop screen comes up, the cursor begins to float away on it's own. sometimes it goes up to the right-hand corner,

sometimes it goes down. it has a mind of it's own. anyone know how to fix this?



dell latitude laptop, windows 98, no mouse attached. i use the touchpad on the machine itself
