Windows XP help with bootcfg

Ok I am running Windows XP home edition, I recieved this error missing hal.dll file please reinstall.
So i ran bootcfg /rebuild and the computer will start to boot but just stops when it gets to the Windows boot screen (the one that is black and has windows xp and the green progress line). At one reboot i got to the desktop but no icons or taskbar. Any suggestions?

Hey there.

With your xp cd, please put it in and reboot.

It will boot off the cd, etc. Once you get to the setup screen, choose the recovery console

Once at the prompt, type this

chkdsk /r


Let the scan run and when its finished back at the prompt, reboot with the cd out and try to access windows now.

I've tried the expand file it won't let me do it, says its a syntax error
