task bar manager

When I hit control alt del to open task bar menu I get a list of programs running but the commands on top which are file,and all the other stuff on top I am not able to see. Why ? otherwie all I am able to see is a list of my programs running and the bottom 3 choices of end task,switch to, and new task. Is there a easier way to resolve this other than installing windows if possible. thank you for your help

with task manager open...double click the grey area around the edges of the window does that bring it back?
