Ok im terrible with computers as you can see by the name and I need easy to follow directions to get my firewall to work, if thats possible anyway. Basically when I click on the security center in control panel for windows firewall it brings up the page with the option to turn the firewall off or on. The problem is that it is gray and turned off, it will not allow me to click the window and turn it back on. Ive run the command for netsh Winsock reset like the microsoft website told me and reset my computer, that didnt work though. please help???

You probably need to make sure you have administrative rights, then it won't be greyed out for you. Go into the Control Panel for Administraative tasks.

Do you have a third-party firewall installed? They often disable the windows firewall by default. That results in the symptoms you describe.
