System DLL user 32 application

Since last Sunday, when I boot up my Sony Vaio laptop, I receive this error message:

The system DLL user 32.dll was relocated in memeorty. The application will not run properly. The relocation occurred because the DLL c:\windows\system32\HHCTRL.OCX occupied an address range reserved for windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

Please help as I do not understand what this DLL is and why is has been relocated or indeed, who the vendor was to get in contact with them! I would be very grateful for some help to get this resolved and working again. Kind regards.
