Look at this. I played with the "Round" function, but since the field is formatted as time, I couldn't get it.

Try this.
=FIXED(C7*24,0)*2

Fixed(xxx, 0) rounds to the nearest integer
C7*24 converts your hh:mm to decimal hours (you need to format the cell to 0.00 to see the value)
*2 2 inspections per hour
