Stuttering in games, driving me crazy

Hi, Ive posted a topic about this before but now I', posting another because I should have eliminated the cause.
The problem is in online games, where the other players will stutter around the screen, then randomly stop stuttering.
For example, the other player is walking froward, they stop, then they glitch a few steps backwards. This happens all the time in most, if not all online games.
At first I thought it was hardware related, but Ive changed every piece of hardware except the DVD drives, and I dont think its them because it happens on games that I donwload and dont need the DVD drives for.
Then I changed my ISP, to the crappy SKY Broadband, but the problem is still there. The only thing I havent changed is OS, which is being upgraded to Vista soon enough.
I was wondering if anyone had any info on what this could be, the phone line possibly, and if anyone has any ideas, how would I be able to fix this?

Phone line? what speed is your internet connection?

Have no other internet connectivity and run a speed test a couple times, what are you average speeds?

Also, is this the same machine as the video card issue?

And it might be the same machine as the video card issue, but I chamged video cards this week (7800GT) so everything is fine with that now.
Also, is therea broadband provider that requires no phone lines? Wishful thinking, but decent speeds for a decent price would be nice aswell.

This may be a stupid question, but what game are you playing, and are you always playing with the same people?

(You should be able to find a list of broadband providers by zip code.) Try cable.

Well, so far Ive noticed this stuttering in Battlefield 2142, Battlefield 2, World of Warcraft, Everquest 2, Shattered Galaxy. There probably more, but its been so long since it started that its hard to remember.
Also, everything used to be fine, then one day (I think after a routing World of Warcraft patch) everything went wrong.
Ive reformatted and even changed hard drives since then, but still have the problem. Im yet to run into anyone with the same problem.
