Can ONLY restart my comp

For some reason when i "shut down" my computer... and try to start it... it hangs at the Compaq logo screen for hours... it has gotten to the point where i will have to turn it off and try it randomaly until it loads properly... its very random between 4-24 hours.... strange thing is... "i dont have this problem if i just restart" :whistling:
