XP password error

lo guys, i've got a problem. my brother claims he changed the password on his laptop (windows xp) and that he has used his new password since changing it, but now it won't accept that password. He says he has used the new pass 3 times but this time when he started up his computer it doesn't recognise it.

Whats gone wrong and can he sort it? I logged on as administrator, but it warned me that if i removed the password it would delete all EFS encrypted files, and as i have no idea what they are, i was loathe to do so. Any one got any ideas? or is it safe to remove the password anyway?
