Ati Radeon 9800 wont fully instal due to problems with .net framework

When I boot my pc it displays this error message "could not load file or assembly 'CLI.implementation version 2.0.2589.34531, culture= Neutra, public key token = 90ba9c70f846762e'or one of its dependencies.

I have recently removed xp and started again but the driver disk for my now quite old ATI Radeon 9800 wont play ball so I downloaded the drivers. at which point it wont allow me to boot the catalyst module to enable the card to run.

I have downloaded some bits from the .net framework but this is as far as I get as I cant read it. I have downloaded winzip (and another program) which I have been told should be able to open a TRG file but it wont do it. If anyone can help I would appreciate it.
