Sapphire Radeon X1650 Pro

I am now considering purchasing a Sapphire Radeon X1650 Pro 256mb. My HIS X700 died and my old 9600SE can't cut it. I was going to go with an X850XT but that didn't happen. Is the X1650 Pro better than the X700 and maybe as good as the X850XT? Also, will the X1650 Pro work with a 480 watt P/S with a 17 amp +12v? I use my system primarily for gaming:

2.8ghz P4
1.25gb DDR RAM
Audigy 2
80 and 40gb Maxtor HDD
