Fatal Execution Eror (0x7927e03e) Windows XP SP2

Hello,

I bought this computer from someone about a week ago. Since, I bought it there has been an error message on startup telling me the following:

Fatal Execution Erro (0x7927e03e)
Application has generated an exception that could not be handled.
Process id = 0xb90 (2960), Thread id= 0xb94 (2964).

Click OK to terminate the application.
Click CANCEl to debug the application.

I can't debug the application. I then get a message stating
registered JIT debugger is not available, etc.

I have tried to narrow it down to the fact of it is a .NET 1.1 Framework problem. This is an HP computer. Apparently when they sold the computer stuff was deleted. Tried to go back in History, but apparently it won't reinstall the uninstalled files correctly. I then went to Microsoft to try and download the .NET 1.1 Framework. But, it won't allow me to do that either. I have tried to do reading on this, but can't seem to fix the problem. Any suggestions?
