system losing vital startup files

Hi all,

anybody tell me whats wrong with my friends system he has asked me to repair. operating system has been reinstalled and runs initially ok but after a day or so when trying to start it fails with the following error. "windows could not start because the following file is missing or corrupt: \windows\system32\config\system

i have tried replacing the hard drive but still get the same error, is this a virus in the bios or some other problem? any help and/or suggestions, fixes would be much apprieciated.

this is a basic pentium 4 system build by time computers
