Capturing video from DVD and converting to another format?

Would I be able to capture a certain segment of a DVD I want using my computer (not a copyrighted DVD), then take that segment and convert it to a format such as Quicktime or a Windows Media Movie file?

You could transfer the DVD to the PC then use a trial version of Nero to edit and transcode it
