hp recovery cd freezing

Hello
I have a hp6630 when I try to run the format cd it will freeze when starting, it is win 98, could anyone helP

Try hooking up another CD drive, that's a pretty old machine and the drive could be bad. You don't even need to install it, just make sure nothing gets shorted out. You could just borrow one from another machine.
