HTTP_REFERER is a web browser "feature" that stores the page you've just come from. People who build websites can collect this information and build up a profile of which other websites on the internet are linking to their pages. The information is totally anonymous and generally can only be traced as far back as the country you're in and maybe the internet provider you connect with. Norton Antivirus isn't really the sort of thing that governs this as its controlled by the web browser you use.
