Problem with SATA HDD

Can't seem to get my new setup to boot up off of the new sata hdd. It was going according to plan until windows setup rebooted and now runs a continuous loop of agony that i cant seem to figure out a work around to. It runs

1. continuous loop of installations if i have the cdrom set as first bood device.
or
2. if i set the first boot device to the hdd it continuously restarts.

I have ran windows on the system using the old ide hd, I think the new hd might be bad. Now that i think about it i probably should have gotten some sort of command prompt the first time i booted it up but i didn't.

Is anyone an expert at this that could shed some light on my problem?
