XP stuck in Repair setup mode

Hi I am stuck in repair set up mode. I printed and followed the ADMIN repair procedure. I get as far as set up will take apx 34 minutes and the machine keeps re booting and tries again. I got a message from a log stating set up error, system security. The xp discs are mine and legit. Any ideas ? Thank you.

do you have all your data backed up...if so...just do a clean install ...it will format the drive and reinstall windows...if not ...take the drive out and slave it to a working computer and get your data off...after that format the drive and reinstall windows...
