Hi all, I have a WD MyBookWorldEdition with remote access setup at mionet.com.

My question is.. can I install programs such as Microsoft Word, Excel into it (without an OS) and still use the program?

Or can I install OS on the hd and install the program.. Note, its a remote access harddrive, not a PC.

Yes it is possible to install programs on a external Type Harddrive but it needs a OS to run them and they may not work on any other computers other then the computer that the program was installed on in addition the Licencing of each software may prohibit you from running the individual program on multiple computers.
