can't remove outerinfo

I found outerinfo on my add/remove programs. I tried to remove it but it didn't work. Then i tried using MrCharlie's How to remove Outerinfo pop-ups (aka PurityScan or OIN) but when i clicked on http://www.outerinfo...Uninstaller.exe
the window said:

"File not found

Firefox can't find the file at /OiUninstaller.exe.

* Check the file name for capitalization or other typing errors.

* Check to see if the file was moved, renamed or deleted. "

Now I don't know what to do. Please help. It is greatly appreciated.

today i checked to see if i could dowload the uninstaller. I dowloaded it but when i tried to run it said that it couldnt' b found, so I decided to try to download it again but firefox said that it couldn't be found. I'm even more confused now....
