Hard drive causes serious lagging

I recently purchased and installed a new 250 GB Seagate hard drive. Everything is great except whenever the hard drive is accessed or something is being written to it, it takes FOREVER. While this is going on it lags the whole computer and causes one aggrivated user..lol. Any suggestions or tips?

How full is drive?.

1: Run disk defragmantation.

2: Run checkdisk. Open my computer > right click the mew disk > properties > tools > error checking > check now > check the two boxes > start.
