Internet Explorer running slow + other programs

Today for the 4th time I have encountered the same problem which has plagued my computer since March of 2007. My Windows XP SP2 Internet Explorer SP2 is running very slow than normal and tends to lock up. Also, the p2p program Ares which I never connect to internet, only to use program to listen to my music is also having same slow problems. My Documents folder appears to be ruuning slower than normal.

My other browser Mozilla is working perfectly and not running at slow pace my IE 6 is which I use for my default browser. The last three times I have simply wiped away my hard drive and re-installed operating system, programs, and windows updates. The problem continues to comeback when I use Internet Explorer 6 as my default browser.

How can I find the problem and fix problem?
