First look at this MSKB article:

If this doesn't work. Start preparing to reformat and reinstall. <_<
[Start] [Run] [Regedit]
Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{44BBA848-CC51-11CF-AAFA-00AA00B6015C}
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: DWORD // Value Name: IsInstalled
Setting for Value Data: [Change the Value from 1 to 0]
Exit Registry

Followed by reinstalling IE:

hi,i got back early and decided ill have a play around.your never going to believe this,i fixed outlook express all by myself.heres how:
i went into add/remove programs,clicked on the windows setup tab,scrolled down to outlook express and would you believe it wasnt even ticked,so i ticked it then went through the process of reinstalling it.can you believe that a little box missing a tick gave me all that trouble?
anyhow, thanks for all your time and help, this truely is a great little site.keep up the good work. :D :D <_<
