IE Browser not working but Firefox works

Internet Explorer stopped working after security alert from Trend Micro PC-cillin 2007
Reset IE back to default and still not working
Disabled Antivirus and still no luck.

IE ver 7.0
Windows XP

here's the page I'm getting from IE

Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.

What you can try:
Check your Internet connection. Try visiting another website to make sure you are connected.

Retype the address.

Go back to the previous page.

don't know if you tried this Microsoft page or not. it has a few things to try when you get that error.

I just tried it again and if I shutdown Trend Micro PC-cillin antivirus IE browser works like normal again
but had a look at the settings in pc-cilling and tried disabling firewall, phishing etc and it doesnt solve the issue.

Dont know what else to change in PC-cillin

Tried those methods in microsoft link you posted
no problem with networking as it works with the antivirus off

try to find an exceptions section and add IE
