will not boot into safe or normal, blinking cursor with blank screen

I can get into BIOS, but will not load win xp, I just get a blinking cursor with a blank screen, if change it to load from cd it says press any key to boot from CD .... nothing happens.

in BIOS it recognizes HD and DVD/CD drive and RAM.

gives no option to get into safe mode.

I have removed HD and Cable and put back but nothing I try helps.

At last shut down it shut down normally then when I turned it on this issue occurred.

I am out of ideas to fix this issue.

System info

Asus MB Ai series P4P800
Intel P4 2.8 GHz
1024mb RAM
Win XP pro

Can anyone give me some ideas on how to fix this issue. i would hate to lose my pictures and such.

Also I tried to install known wrking HD into this machine and it wont work either. I also triedto put the HD into a known working machine and it wont work either. hope that made sense.
