Dialup connections and firewalls

My ability to connect to OE or browser seems to be impaired from behind a firewall. I am able to connect to my ISP but no further. Firewalls are currently uninstalled. I have used Outpost and Zonealarm for a long time without difficulty but not now. I have tried a couple of others (freeware) but the same is happening.

I would appreciate your thoughts.

My system is:
AMD Duron 600
256 MB ram
20 GB HDD/CDRom
1.44 FDD
56K modem
10/100 MB network card
64 MB geforce 2 nvidia
