Blank System Restore

ok so im trying to do a system restore but it when i open it, it loads a blank window (as you can see in the picture below)
I ran my antivirus, ive gone in on safe mode, and it is still a blank window, can you help me? (keep in mind im not a computer genious so try to keep the language simple)
