hmm.. well there still might be a way to change the language, open up ms word, or some other word processor, and if u go back to the control panel, and then the language preferences, you should be able to change the key settings, too, so that if u press a certain key combination, it will change the language for you.

perhaps, try only checking one of the boxes, like show on desktop. Also, for the keyboard layout, make sure you chose the IME keyboard layout. It will not work otherwise. If your using traditional chinese, if it doesnt list IME, try "New Phonetic"
