hi, posting for a friend and we got a laptop with a problem.

she said she got popups saying some kind of cookie with some problem but she doesnt know what it was. grandson tried to fix it, not sure what he did, in any case, we are now dealing with a wallpaper screen on a boot.

fresh boot - boots to wallpaper - no icons, no taskbar, can't drag anything, windows key does nothing.
i restarted into safe mode and it booted to a black screen - it showed the "SAFE MODE ETC" words at the top of the sreen in white font but everything else was black.

tried to run a new task - explorer.exe - toolbar appears for 2 secs and disappears.

was seeing if there was another way pass this before trying to reinstall windows
