Slow Streaming and internet speed

i use two computers in two seperate houses.
they are both optus and both use Motorolla Surfboard modems and are both same speed internet.
although one of them, According to this site downloads at 3000 - 5000 kbps and the other one downloads at 8000 -9000kbps

why would there be a difference in speed

also the one that downloads at 3000 - 5000kbps can smoetimes go as low as 1800kbps and thats why im saying slow streamingn and all
it is connected to no other computers and does not share internet

while the 8000kbps one is connected to 2-3 other pcs with wireless and hardwire

Suggest any solutions to make the slow KBPS computer go faster or at least stop it from dropping to 1800kpbs randomly

I am assuming this is cable internet service? Cable internet service is like a big shared network, if the slower speed home has more neighbors connected to the same node as you that would explain the speed difference. At peak times dropping to 1800 kbps would mean even more people using their connection causing more speed loss for everyone.
