when i right click each device or port i found following information

Under Resources Tab

The device is not using any resources becoz it is not currently enabled.

this device is disabled becoz the firmware of the device didnot give it the right required resources

It sounds like is disabled in the bios.
when computer boots and starts to post hit the del button.
enter then the Peripheral Setup. In there is the settings of the serial a and parallel ports.
In some bios there is setting of plug and play it is in the advanced settings you want that to on or enabled.
If this does not work post us the make of the mother board so that we can help to detect the problem.
