Deleting Locked Files

I was trying to remove components of a software I had installed for a camera I purchased. As I was installing the software yesterday, my virus protection popped up and said a trojan had been detected. I do not know if it had anything to do with the software, but I was trying to uninstall it today and it said that there was a locked file, like this C: Program Files/ArcSoft/Photoimpressions5/Share/Hook.dll. Why would a file be locked and can I delete it? Would it be something I need?

Use unlocker, install with the unlocker assistant option, when you get a locked file, unlocker should open with options
