Ok here we go... I live in an area where I cannot receive local channels so I subscribe to Dish Satelite. Can HTPC sysyem be built to work with Dish TV?

Yes. You would just need a computer controlled IR transmitter that can change the channel on the satellite receiver. Obviously, you'll only be able to watch/record one stream at a time unless you have multiple receivers plugged into the PC.
