Freezing up, have not seen this one before

As soon as i get to my desktop, my computer completely freezes, and I do mean everytime. Even in safe mode it freezes. I can't even do ctrl-alt-del.
I am out of ideas, its my kids computer, i handed it down and just had it fixed up about two months ago at a computer shop and don't feel like getting hit up for another 50-80 bucks when new desktops are so cheap. Any tips would be most appreciated.

If you have a windows disk, a repair installation over the top of the current install (same windows directory) is the easiest way to resolve this
