XP group control question

I have an IBM T30 laptop running XP-SP2. It is current re: Windows Update.
It was previously in a organization where "group controls" were utilized. Since I am a single user on my own home network, I tried to use Windows firewall. Messages told me that "group controls" were in effect> Can someone explain what "group controls" are and how to turn them(?) off.
