Some applications seem to interfere with proper function of System Restore. Norton seems to be the biggest culprit.
As Keith asked, what is the reason for needing System Restore? Perhaps the members here can help resolve the issue.
And, as latigid pointed out, ERUNT is a complete registry restore utility. Since the registry contains references to everything, it is almost a "system restore" in itself. Technically, of course, System Restore and a complete Registry back-up restore are not the same thing, but for most users it's close enough.

Well I originally needed to use it because I accidentally uninstalled something from my computer, so I wanted to restore to an earlier point. Now that I know system restore doesn't work, I want to get it fixed.

You can replace system files
If no restore points work, you may as well click start, help and support, undo changes with system restore, system restore settings
Tick turn off system restore, click apply and restart the PC
Return to system restore settings to turn system restore on, then set a restore point, run the PC for 24 hours then try the restore point
If the restore point does not work
1. Click Start, click Run, type %windir%\inf and press enter
2. Locate the Sr.inf file, (listed as Sr), right-click the file, and then click Install.
3. In the Files Needed dialog box, click Browse. Locate the Sr.sy_ file in the i386 folder of the Windows XP CD, click the file, and then click Open.
4. When the installation is completed, restart your computer.
You could adjust the amount of hard drive space to less than 12% as the number of restore points this allows on a reasonably large hard drive are over and above anything you are likely to need
