scan disk restarts 10 times

I have shut down everything except Explorer and Systray. Still keep getting the same message, scan disk has restarted 10 times etc. I have no idea what is still running or writting to the system.

I downloaded and ran spybot, detected 67 problems, got rid of them and everything is working fine
