Running Windows 2000 Pro with an ATI Radeon 7500.
The latest version of VLC is installed.
I get an error saying that a DVD encoder is not installed.

I thought VLC did that. I guess not in my case.

Anyway, what do I need to do to get DVD movies to play?

You have to have the CODECs installed. The K-Lite codec pack should do the trick.
