There should be a "hidden" recovery partition already there if it's a Dell.
To use it, turn off the machine; at startup as soon as you see something on the screen start tapping Control (Ctrl) and F11 at the same time. Don't just push but tap till you get the restore. It may take 2-3 tries.

Not all dell systems have the recovery partition.

Do you see a little blue bar up at the top that has www.dell.com in the center?
If you do not have that little blue bar your recovery partition is unusable. Do you know when this system was purchased and from where?

You can make a recovery partition however it is extreamly hard. That and I do not know the details of it.

You can however make some recovery cds that are the equivelent to a recovery partition. However this is best done after a freash reinstall with all the programs you want on it on it and all the drivers installed.
