Taskman.exe won't run properly

I had this issue yesterday and it starts at the tab with my username which I guess is the Users tab with a taskbarname with nothing and I gotta right click the taskmanager icon to close out of it because it doesn't have the minimize box and all that neat stuff. It doesn't give me tabs or nothing it just says Disconnect and Logoff with my username on top. it's driving me crazy when my programs crash and I can't do anything.
