cannot create toolbar error

Upon reboot of computer when windows xp professional booted, the quick launch toolbar is missing. If I right click on taskbar, go to toolbars, and try to check the Quick Launch, an error that says "cannot create toolbar." appears. If I right click on taskbar, go to properties, and check "Show Quick Launch", hit apply... Hit OK... still no quick launch. Then I click
Left .. on the start tab to bring up the main menu , nothing happens …
Then I right click the start tab.. And this brings up the Open / explore
Pop up OK … any one know how I can get back to normal please..?
