I've recently been assigned the task of cleaning up a very sick computer for my in-laws. After a few antivirus/spyware programs (SUPERantispyware and Kaspersky) it seems all the malware is gone. However, it seems as though they also may have taken out the control panel and desktop properties before leaving. Whenever I try to run the control panel or desktop properties the message "This operation has been cancelled due to restrictions in effect on this computer". I'm not the most software oriented person (EE), so any help in solving this would be appreciated. I tried to do a fast search before I posted, so sorry if this is similar to a previously solved problem.
