Outlook 2007 Crypt32.dll install problem

I have TRIED installing Outlook 2007 12 times.
I have repaired and re-repaired, not booted between installs and booted(soft
and hard) between installs.
I keep getting this error message:
"the file Crypt32.dll is incompatible with Microsoft Office Outlook"

CanI replace this file ssomehow without blowing up?

Anyone have any ideas?
I have spent 6 hours working on this.
It shouldn't be this hard.

Running
xp sp2
Office Home & Student 2007
Outlook 2007 purchased seperately and installed after Office
